In a mixing bowl, combine the sour cream, mayonnaise, horseradish, Worcestershire sauce, and pepper. Stir to combine. Fold in chopped bacon, reserving some for topping.
Refrigerate 2-4 hours to allow the flavors to blend. Garnish with reserved bacon and chopped scallions or chives.
